Pension Authorities to Ensure 100% Digital Life Certificate Submission

The Department of Pension & Pensioners’ Welfare has launched a nationwide Digital Life Certificate (DLC) Campaign 2.0 from 1st to 30th November, 2023, to facilitate the submission of Jeevan Pramaan by Central Government pensioners. The campaign aims to enhance the ease of living for pensioners and reduce their hardships in obtaining the life certificate.

What is Jeevan Pramaan?

Jeevan Pramaan is a biometric enabled digital service for pensioners, which allows them to submit their life certificate online using Aadhaar authentication . The service is available for pensioners of Central Government, State Government, or any other Government organization. The digital life certificate is stored in the Life Certificate Repository and can be accessed by the pension disbursing agencies.

Why is Jeevan Pramaan beneficial?

Jeevan Pramaan eliminates the need for pensioners to physically present themselves before the pension disbursing agency or the certification authority, which can be a major hurdle for the aged and infirm pensioners. It also saves time and resources for both the pensioners and the agencies. Jeevan Pramaan is valid for one year from the date of submission.

How to submit Jeevan Pramaan?

Pensioners can submit Jeevan Pramaan online through the official website https://jeevanpramaan.gov.in/ or through the mobile app available on Google Play Store and App Store. Pensioners need to have their Aadhaar number, mobile number, bank account details, and pension payment order number ready. They also need to visit a nearby Jeevan Pramaan centre or use a biometric device to scan their fingerprint or iris for Aadhaar authentication.

What are the special provisions for super senior pensioners?

The Department of Pension & Pensioners’ Welfare has introduced a new feature of face authentication for super senior pensioners aged 80 years and above from 1st October every year. This feature allows them to submit their Jeevan Pramaan using their face recognition instead of biometric authentication. This is expected to make the process more convenient and accessible for them.

What are the challenges and solutions for Jeevan Pramaan?

Some of the challenges faced by pensioners in submitting Jeevan Pramaan are lack of awareness, internet connectivity, biometric device availability, and technical glitches. To overcome these challenges, the Department of Pension & Pensioners’ Welfare has taken various steps such as:

  • Conducting awareness campaigns through print and electronic media, social media, webinars, SMS, etc.
  • Providing toll-free helpline numbers 1800-111-555 and 1800-180-5325 for assistance and grievance redressal.
  • Setting up Jeevan Pramaan centres at various locations such as banks, post offices, common service centres, etc.
  • Providing training and support to the staff of pension disbursing agencies and Jeevan Pramaan centres.
  • Developing user-friendly interfaces and troubleshooting guides for the website and mobile app.
  • Collaborating with UIDAI, NPCI, NIC, and other stakeholders to ensure smooth functioning of the system.

What are the statistics and targets for Jeevan Pramaan?

According to the official website of Jeevan Pramaan, as of December 2023, 842.58 lakh digital life certificates have been submitted since 2014, out of which 113.56 lakh have been submitted since 1st November 2023. There are about 50 lakh pensioners of the Central Government and a similar number of the various State and UT Governments and various other government agencies. This includes pensioners from the various public sector enterprises. In addition to this Army and Defence Personnel drawing pension exceeds 25 lakhs.

The Department of Pension & Pensioners’ Welfare has urged all pension disbursing authorities to adopt a 100% saturation approach for submission of Jeevan Pramaan by Central Government pensioners by 30th November, 2023. It has also requested all pensioners to avail this facility and ensure timely receipt of their pension.
